Container Homes in Indiana: Plan the Residence Before the Shell

Start with the parcel, finished living space and approval route. A container purchase is one part of a residence, and the site and design determine the rest.

Choose the parcel and use before choosing the box

Start with the place you want to live and the space you need after insulation, services and finishes are installed. Choosing the container first can lock in dimensions before you know whether they suit the lot or the finished rooms.

Write a brief that distinguishes a primary residence from a backyard dwelling, guest space or workshop. Include the people using it, the rooms they need and how the project might change over time. Give that same description to the local planning office and the designer. Consistent information reduces the chance that one part of the project is priced around a different assumption.

The Indiana Department of Homeland Security code-adoption list identifies the state's current residential and building code editions. The existence of a model-code chapter or an example project elsewhere does not identify the approval path for this parcel.

Fort Wayne makes several container distinctions

Fort Wayne Section 157.506 defines a container home separately from an accessory dwelling unit (ADU); its ADU definition excludes shipping containers. The container-home definition includes at least 700 square feet of occupied space per unit. See the official zoning ordinance.

Planning Services publishes a Manufactured and Container Home Information Sheet asking about the construction standard, off-site fabrication, foundation and utility connections. Use those questions to prepare the project, then ask staff how the proposed site and dwelling type are reviewed.

A supplier's condition label and a local ordinance definition serve different purposes. Ask what documentation the reviewer will accept before assuming that a container offered in a sales grade satisfies the local definition. Keep the unit identification and its available records together with the design package.

Prepare the Indianapolis or Evansville inquiry

For Indianapolis, the official permit guide separates Improvement Location Permit and structural permit applications. For Evansville, the Area Plan Commission application explains that its Improvement Location Permit does not replace other required permits. Describe the full residence rather than asking only about placing a storage unit.

Send a concept drawing with the finished building dimensions, property boundaries, entry, utility approach and access for installation. Include exterior additions such as cladding or a separate roof in that concept. Ask which parts need more detail before paying for a fully developed plan.

Ask about the stages of review and inspection early enough to include them in the construction sequence. A detail that must be examined before it is concealed should not be discovered after interior finishing. Keep the reviewer's response with the designer's documents and revise the inquiry whenever the concept changes.

Indiana ground varies more than a flat map suggests

The Indiana Department of Environmental Management state profile describes sandy soils in the northwest, varied drainage conditions elsewhere, and karst geology in parts of south-central and southeastern Indiana. That regional context is a reason to investigate the actual building site, not a foundation design.

A rural site may need a longer utility route, a better truck approach or more investigation than an established urban parcel. An urban site can have a straightforward utility connection but too little installation space. Compare both sets of work while the design is still flexible. Mark filled ground, low areas and any creek crossing for the professionals reviewing the site.

Have the foundation and support points designed together with the final building, including openings and any combined containers. Cutting and joining units changes the project from purchasing storage capacity to constructing a specific structure.

Screen floodway questions before developing the concept

The Indiana Department of Natural Resources' permit application guidance describes regulated floodway work under the Flood Control Act and directs applicants to its exemptions. Ask for an address-specific determination before planning a river-adjacent residence or raising the site with fill. Local reviewers can identify whether the floodplain administrator and the Department of Natural Resources need to be involved.

Do not treat an attractive view, existing driveway or neighboring building as a substitute for that review. Place the proposed building footprint on the inquiry drawing, along with excavation, fill and access changes.

Budget for the finished residence

Separate the container purchase from the rest of the project. As of September 30, 2026, pricing starts at $2,152 for a 20ft Wind and Water Tight container delivered in Indianapolis. It is a storage-container price, not a dwelling cost or a promise that the unit is suitable for an approved residential design.

  • Site investigation, survey and the documents required for the proposed parcel.
  • Foundation and earthwork based on the final building and ground conditions.
  • Structural alterations, connections and installation equipment.
  • Weather protection, insulation, windows, doors and interior finishes.
  • Water, wastewater, electrical and heating or cooling work.
  • Access improvements, inspections and any professional review identified for the project.

Request separate scopes so you can see what each contractor has included. Keep an allowance for work that cannot yet be priced accurately, and identify the information needed to replace that allowance with a quote.

Plan delivery as part of the construction sequence

Decide whether the unit arrives before or after alterations, and how it reaches its final supports. A stock-container unloading method may not suit a modified module or a placement behind an existing building. Share the finished dimensions and intended installation sequence with everyone responsible for handling it.

Photograph the route from the public road to the installation point. Show turns, overhead obstacles, ground changes and the space available for equipment. Agree on the receiving site and installation method before you place the order. A distant map view can establish a location, but it cannot verify the last turn into the property.
